本 科 毕 业 论 文 题 目 地方政府债务管理问题研究 学 院 专 业 财 务 管 理 班 级 学 号 学生姓名 指导教师 摘 要 在我国体制的转轨中，我国出现的地方政府所负担的巨额债务这个现象是无法回避的。在当前我国的社会发展中，我国地方政府的债务总额过高这一现象所将带来的风险已经开始凸显，如不积极防范和化解，对国家的经济安全和社会稳定将会是一个严重威胁。因此必须对此加以研究，以期对这种风险提出防范和化解的对策。 本文以宁波市鄞州区的地方政府债务为例，对地方政府债务问题的现状和成因进行分析，并提出解决的对策和建议，在实际工作中以理论研究成果对这种风险进行控制和缓解。 本文以我国地方政府债务为研究对象，本文分为五大部分做研究。首先，第一部分，是对地方政府债务进行概述，总结国内外学者对地方政府债务的界定和研究成果，阐述一下本文研究思路。第二部分是我国地方政府债务的现状分析，分析我国地方政府债务现状，以及我国地方政府债务的特点，并对我国地方政府债务所存在的风险进行分析。第三部分是以宁波市鄞州区为例，分析鄞州区的经济概况和财政收支状况，对鄞州区的财政状况进行分析。第四部分分析鄞州区的区政府负债情况以及各项指标，并根据以上的分析，对地方政府债务的成因和管理进行分析，提出缓解地方政府债务的管理建议。 关键词：Abstract Transition in our system, our local governments appear huge debt burdenof this phenomenon can not be avoided.
