PAGE PAGE 9 世界经济一体化的资本运营对策 段海峰[1]，刘白[1]，侯运炳[1]，张景来[2]，孙涛[1]，张兆响 [1]，潘启新[1] (1. 中国矿业大学北京校区 资源工程学院，北京 100083；2. 中国人民大学 环境科学与技术学院，北京 100872) 摘要：企业内部，产权高度统一，企业外部，国有资产无法流动，两个弊端，都是公有制的必然结果，而企业只要有这两个问题之一，就无法在世界经济一体化的大潮中生存，国有企业改革的唯一出路就是彻底消灭国有制企业，解放并分化国有资产，用社会所有制代替国有制。社会所有制以社会资本为运营对象，并通过建立资本经理人和企业经理人制度，实现公有财产的私人代理占有和私有化经营。按照社会所有制构建的股分制企业可以通过产权的自由流动来实现资本联合，从而重建中国经济的钢铁结构，以崭新的面貌迎接世界经济一体化。 关键词：世界经济一体化；现代企业制度；社会所有制 The capital manipulation countermeasure to the integrative economy of the whole world DUAN Haifeng[1], LIU Bai[1], HOU Yunbing[1], ZHANG Jinglai[2], SUN Tao [1] ZHANG Zhaoxiang[1]，PAN Qixin[1] (1. Science of Environment and Resources, Renmin University of China, Beijing 100872, China) Abstract: The public possession system inevitably results in the absolute concentration of the property rights and the stagnation of the nation-owned capital, and as long as the enterprise is provided with one of the two characters, it is unable to survive in the tide of the integrative economy of the whole world. The best way to reform the nation-owned enterprise is to divide the nation-owned capital into parts, and reconstruct the enterprise by the social possession system. By means of the foundation of the capital and enterprise handlers system, the social possession system, in which the social capital is handled, can achieve the private agent possession and private management of the public-owned property. With the alienation of the property rights and the foundation of the social possession system, the capital can be combined freely, the iron steal construction of the economy of the china can be reconstructed, and the new stock company can meet the integrative economy of the whole world in a brand-new state.
