清单计价模式下竣工结算相关问题研究 --以业主方工程造价控制为研究视角 摘 要 随着我国经济的快速发展、建设项目投资的日益增多，在工程价款结算中，竣工结算所出现的问题日益严重。当今市场下如何行之有效审查竣工结算，这个问题越来越受到人们的重视。2008版《清单计价规范》的颁布实施，体现了工程量清单计价全过程造价管理的要求。 本文以08版本清单规范为主体，以竣工结算的审查为目的通过对比分析法律法规并抓住竣工结算关键问题，对其进行深化解决为论文的主体结构。 分析竣工结算管理的现状和存在的问题，提出竣工结算管理的关键控制点并对其分析和研究。 结合相关法律法规，以业主方视角对竣工结算关键控制点进行审查。抓住审查的重点，明确审查依据，提出正确方法，从而使竣工结算阶段的工作更有成效。 关键词：竣工结算 变更 调价 索赔 业主审查 Research on the Problems of Completion Settlement under 08 Version of Code of Valuation with Bill Quantity of Construction Works -With the Version of Owner’s Controling of Cost ABSTRACT Investment of construction projects increased day by day with the rapid development of our economy.When (we are) doing the Project-price accounting,problems with completion settlement became increasingly serious .It was taken more attention ，that how to examine completion settlement efficiently under nowadays market circumstances. 08 version of Code of valuation with bill quantity of construction works was brought into operation,and this embodied the BOQ requirements in the valuation of whole process cost management. First,this paper took 08 version of Code of valuation with bill quantity of construction works as the main body,and was for the purpose of completion settlementing review. By comparison and analyzing laws and regulations,the paper’s primary structure focused on the deepening solution the key-Prolems of final accouting. Second, it analysed the current situation and trouble of the final accouting management. Key-control-point of completion settlementing was presented and taken into analysing in this paper. At last,It reviewed the key-control-pionts of final accouting in the owner’s perspective with the combination of laws and regulations.The step of final accouting became effective not only by grasping the kernel and clearing the basis of the review but also by putting forward correct methods.
