The former can improve the productivity, so it can improve the speed of economic growth, which changes the quality and the difference of the product, and not necessarily accelerate the growth. Product innovation is the main form of technological innovation in the post industrial economy period, so in this new historical stage, the economic growth rate is less than that of the industrial economy. The economic realities of the developed countries proved this trend. With information technology as the representative of the third scientific and technological revolution and the rapid development of economic globalization today, science and technology as the first productivity, its impact on a country's economic development and comprehensive national strength is growing.
