毕业论文(设计)调研报告 题 目 湖南省排污权交易管理平台的设计与实现 学生姓名 指导教师 学 院 软件学院 专业班级 完成时间 2013年03月 摘要 环境是一种重要 资源，同时又是一种公共产品。如何创新机制，发挥市场对环境资源的配置作用，是环境保护政策措施的重要内容。排污权交易以 环境有偿使用为前提，通过核定区域内排污总量，建立供求双方交易市场等措施，探索出一条将市场机制引入环境保护的有效 途径。随着排污权交易工作的不断深入，排污企业数量和形式的增加，传统的办公管理体系已经不能满足目前环保形势的新要求，必须要利用现代信息技术对排污权交易管理工作实现电子化、信息化，即建立一套精确、有效、方便的排污权交易数据管理平台。排污权交易与网络管理平台建设是开展排污权交易工作的基础之一，完善的排污权交易与管理网络平台能降低交易成本、提高信息沟通和交易效率、强化环境管理。因此“湖南省排污权交易管理平台”就是基于上述目的开发的。 本系统采用B/S架构作为系统的总体结构，利用Java、JSP、ASP等开发技术。实现企业初始排污权指标的分配、核定和管理；实现排污权交易信息的网上发布，排污权信息的综合管理，以及数据查询分析，并对排污权交易的资金留信息进行管理。 关键词 排污权、排污权交易、网络管理平台、B/S架构 ABSTRACT The environment is an important resource, and it is also a public product. How to innovate the mechanism, play a role of market allocation to the environmental resources configuration, is an important content of policies and measures for environmental protection.
