河北省网络舆情应对机制研究.pdf

摘 要 摘 要 近年来，网络技术快速发展，互联网用户急剧增多，网络媒体已被称为继报纸、广 播、电视之后的 “第四媒体”。互联网为各种信息的传播提供了广阔空间，网络舆情应 运而生，成为社会生活各个领域的反映和写照。网络舆情能够为政府了解民意、科学决 策提供参考，但一些虚假的、不理性的网络舆情若不及时管控会形成错误的舆论导向， 扰乱社会秩序。随着京津冀协同发展不断深化，河北省与 “京津”的特殊关系决定了其 网络舆情环境将直接影响“京津”乃至全国的社会稳定形势，河北省地方政府如何应对 网络舆情带来的机遇与挑战成为当前需要进一步研究的重要课题。 本文利用文献研究法、案例分析法、比较分析法、理论与实证相结合的方法和综合 归纳法，结合当前网络舆情的发展现状及相关概念理论，通过研究河北省网络舆情应对 机制现状、存在问题及原因，并选取近一年国内网络舆情应对处置事件作为典型案例， 借鉴南阳“水氢汽车”及湖北省红十字会问责事件在舆情应对、引导等方面的经验启示， 从思想意识、引导机制、队伍建设、技巧运用、平台建设、网络规范管理、法制建设等 七个方面对河北省各级地方政府在网络舆情应对机制建设方面提出完善建议，达到提升 政府网络舆情应对能力和政府公信力、实现社会治理良性循环的目的，为实现京津冀协 同发展、建设和谐社会等重大国家战略提供有力支撑。 关键词 网络舆情 舆情应对 舆论引导 I Abstract Abstract In recent years, network technology is developing rapidly, and the number of Internet users has increased dramatically. Following newspapers, radio, and television, Internet media has been recognized as the "fourth media". The Internet provides a wide space for the dissemination of all kinds of information, then network public opinion appears and has becoming the reflection and portrayal of all areas of social life. Network public opinion can provide a reference for the government to understand public opinion and make scientific decision. However, if some false or irrational network public opinion is not controlled in time, it will lead to wrong public opinion orientation, and disrupt the social order.
