华东师范大学硕士学位论文 摘 要 新西兰拥有较完善的高等教育发展体系，其高等教育发展质量享有世界声誉。 1989 年，新西兰高等教育领域进行了一场深刻的变革。新西兰将新自由主义思 想引入到高等教育改革中，推动高等教育改革朝着自由竞争、市场化、私有化方 向发展。 1989 年《教育法》的颁布和实施是新西兰高等教育改革的起点。论文将 1989 年以来新西兰高等教育的改革分为两个阶段：1989~ 1999 年为第一阶段，新西兰 高等教育改革在新自由主义思想的影响下进行，表现出自由竞争、市场化、私有 化的特点。1999 年至今为第二阶段，新西兰政府沿着新自由主义道路继续深化 改革，同时在改革中对高等教育加强指导和管理。 论文从高等教育改革的动因、改革的举措和改革的影响三方面对 1989 年以 来新西兰高等教育改革加以阐述。为了加深对新西兰高等教育改革背景的了解， 论文对1989 年之前新西兰高等教育的发展状况做了简要论述。 关键词：新西兰，高等教育，教育改革，新自由主义 I 华东师范大学硕士学位论文 ABSTRACT There is a relatively complete tertiary education system in New Zealand, and its quality of tertiary education enjoys a world reputation. A profound change was made in the field of tertiary education in New Zealand in 1989. Neo-liberalism has been introduced into the reform of tertiary education and promoted the reform of tertiary education towards free competition, marketization and privatization. The Education Act of 1989 is the starting point of tertiary education reform in New Zealand. This thesis divides the reform of tertiary education in New Zealand since 1989 into two phases. 1989~ 1999 was the first phase of the reform of tertiary education. The reform was carried out under neoliberalism and characterized with free competition, marketization and privatization. The second phase is from 1999 to present. The government continues to deepen the reform under neo-liberalism and strengthens the guidance and management of tertiary education reform. This thesis expounds the reform of tertiary education in New Zealand since 1989 and it includes three aspects: the motivation of reform, the measures of reform and the impact of reform.
