淮北市学前教育财政投入研究 摘要：改革开放以来，学前教育财政投入大体经历了恢复发展、转型发展、 逐步完善的发展历程。自2010 年以来，为促进学前教育健康、持续发展，中央 和地方各级政府不断加大学前教育财政投入力度，淮北市学前教育财政投入的探 索也取得了新进展和新成效。但是，与安徽省其他地区学前教育财政投入水平相 比，仍存在显著差距。因此，开展淮北市学前教育财政投入研究，可以为改善该 市学前教育财政投入现状提供解决问题的视角和路径，也可以更清晰地认识到淮 北市学前教育发展的制约所在。 本研究采用文献分析法、问卷与访谈法、比较研究法对淮北市学前教育财政 投入进行研究。通过梳理改革开放以来淮北市学前教育发展及财政投入情况，归 纳出该市学前教育财政投入建立了学前教育资助体系、公办园生均公用经费财政 拨款制度、政府主导的幼教集团化投入模式的经验。虽然进行了以上有益探索， 但同时也存在着财政投入总量不足；财政投入结构向公办园、城市园、省级园倾 斜，对民办园、农村园、普通园投入缺失；教师工资待遇保障机制不完善的问题。 针对该市学前教育财政投入存在的问题，本研究尝试提出三点建议：第一，完善 投入机制，扩大学前教育总体的经费规模和数量。第二，优化投入结构，建立以 普惠和质量为价值取向，向教师工资保障等薄弱领域重点倾斜，以落实幼儿园经 费使用自主权来提升经费使用效益的财政投入结构。第三，促进淮北市学前教育 法律法规建设，将学前教育财政投入相关内容以法律条文的形式加以明确。以期 为淮北市科学、合理地规划学前教育财政投入，提供参考和借鉴。 关键词：学前教育；财政投入；淮北市 ResearchontheFinancialInput of PreschoolEducationInHuaibei Abstract：Since the reform and opening up, the financial investment in preschool education has gone through a process of recovery, transformation and improvement.
