Foreword

Theworldhasenteredanewgeopoliticaleracharacterisedbyincreased

polarisation,risingtradebarriers,emergingconflictsandaglobaltechrace

wherebyleadershipinareas,suchascloudcomputing,AIanddigitalnetworks,becomesthedeterminingfactorforeconomicgrowthandpoliticalpower.

Inthisrace,Europeislaggingbehindother

globalplayers—countriesthataredrivingthe

technologiesoftomorrowandsecuringcriticalsectorsthroughinnovationandcompetitiveness.

ButEuropeisnotdestinedtofollow,andthemobileindustrywillbekeyinadvancingtheEUpoliticalagendaandachievingtheDigitalDecadetargetof5Gforeveryoneand

everywhere,by2030.

Connectivityisthebackboneofacompetitive

digitalandgreeneconomy.However,the

EuropeanCommission’s2023Reportonthe

StateoftheDigitalDecadeshowsthatunless

urgentactionistaken,theEUwillnotmeetits

connectivitytargetsintime.Thisisbecause
