1.Introduction

ThisContractMonitoringManual(the“Manual”)outlinesthepolicies,procedures,andguidelinesfortheeffectivemonitoringofcontractsenteredintobytheTexasDepartmentofFamilyandCommunityAffairs(the“Department”).TheManualisdesignedtoensurecompliancewithapplicablelaws,regulations,anddepartmentalpolicies,whilealsopromotingtheefficientandeffectiveadministrationofcontracts.

2.ContractMonitoringResponsibilities

2.1ContractMonitoringUnit

TheContractMonitoringUnit(the“Unit”)isresponsiblefortheoversightandmonitoringofallcontractsadministeredbytheDepartment.TheUnitistaskedwithensuringthatcontractorscomplywiththetermsandconditionsoftheircontracts,aswellaswithapplicablelawsandregulations.

2.2ContractorResponsibilities

Contractorsareresponsibleforadheringtothetermsandconditionsoftheircontracts,includingbutnotlimitedto:

Providingservicesinaccordancewiththescopeofwork;

Complyingwithallapplicablelaws,regulations,anddepartmentalpolicies;

Maintainingaccurateandup-to-daterecords;

Timelysubmittingrequiredreportsanddocumentation.

3.ContractMonitoringProcesses

3.1ContractReview

Upontheexecutionofacontract,theUnitwillconductathoroughreviewtoensurethatalltermsandconditionsareproperlyunderstoodanddocumented.Thisincludes,butisnotlimitedto,verifyingtheaccuracyofthescopeofwork,budget,anddeliverables.

3.2MonitoringandOversight

Throughoutthecourseofthecontract,theUnitwillconductregularmonitoringandoversightactivitiestoensurecontractorcompliance.Thismayinclude,butisnotlimitedto:

Sitevisitsandinspections;

Reviewofcontractorperformanceandprogress;

Reviewoffinancialrecordsandexpenditures;

Interviewswithcontractorpersonnelandp
