Abstract Service-Oriented Architecture is a basic framework to support service computing from the perspective of architecture. System framework played a very importmant part in the development of software systems in the past fifty years. Essentially, SOA is an IT-based businesss development model, in which, businesss processes are realized through different kind of services which are reusable. Services are provided to cosumers by services providers, packed as reusable software components. The emerger of SOA makes it possible that on the basis of information technology, enterprise systems can be easily changed according to the change of business processes, which increase the flexibility of the processes a lot. It is also a kind of solution to some business demand problems. This paper proposes a SOA based enterprise dynamic information system architecture at the first beginning, which consists of three low-coupling layers. They are data layer, enterprise domain model layer and application platform layer. But how can we get Web Services reasonably and legally becomes a big problem in front of us before the realization of this architecture. According to the different managers of Web Services, we propose three kinds of Web Services management modes: (1) Web Services predominant characteristic mode guided by large enterprises, (2) Web Services portal mode guided by industrical category, (3) Web Services Uniform Appiance (WSUA) mode. On the basis of the management modes, the auther make a deeper research on the Web Services selection mechanism and pricing mechanicsm.
