基于科学发展观的土地利用规划研究.doc

摘 要 通过更科学、有效的土地利用规划满足当前社会发展的要求，实现土地资源的优化配置和可持续利用，协调人口、资源、环境、发展之间的关系，是保障国家经济社会安全和持续发展的重要内容之一，符合科学发展观的内涵和要求。本研究正是基于科学发展观的内在要求对土地利用规划进行理论、计量与应用研究。 首先，建立了基于科学发展观的土地利用规划理论。该理论与认识论—价值观—方法论的思维过程一致，采用系统分析的方法，分别从理念基础、问题特征、系统结构、内容体系等方面对土地利用规划进行了阐述，符合社会发展对土地利用规划的要求——以人为本、全面、协调、可持续。 其次，进行定量研究，构建了土地利用规划综合评价体系。该评价体系采用综合评价的方法，由综合发展度、协调度、现实可行度、有效发展度等指标构成，采用目标、领域、要素三层结构，并从资源、生态、经济、社会等领域反映土地利用目标的科学性，从主体评审、编制协调、实施操作等环节反映土地利用规划的可行性。 最后，对土地利用规划进行了应用研究。以沿海某县为研究对象，根据规划综合评价体系对其两轮土地利用规划进行评价、分析与比较。研究表明，第三轮土地利用规划较第二轮规划符合科学发展观的要求。 关键词：土地利用规划，科学发展观，系统分析，综合评价体系 Abstract To satisfy the request of current social development, and realize the optimized disposition and the sustainable use of land resource, and coordinate the relationship between the population, the resources, the environment and the development through the more scientific and effective land use planning, this has become one of the important contents to guarantee the state economy, welfare and sustainable development, which accords with the “scientific concept of development”. This essay has been focused on the theoretical, measuring and applicant research of land use planning based on the scientific concept of development. Firstly, the land use planning theory based on the scientific concept of development is built. The theory accords with the thought process of epistemology-values-methodology, adopts the method of system analysis, and set forth the theory of land use planning from the theory foundation, the characteristic of questions, the system analysis, the content system. The theory accords with the necessary of land use planning for the social development, which is people oriented, all-around, harmonious and sustainable. Secondly, the integrated evaluation system for land use planning is built through ration research. The evaluation system adopts the method of integrated evaluation, consists of the three-layer structure as goal-field-factor, and reflects the scientific goal of land use from the fields including resource, zoo
