WhatGAOFound

TheNationalMediationBoard(NMB),whichfacilitateslaborrelationsfor

railroadsandairlines,hasimplementedtwoofGAO’sfourremaining

recommendationsfrompastreports.Specifically,NMBhasupdateditsprivacypolicyanddevelopedaprocesstotrackissuesraisedbytheNationalLabor

RelationsBoard(NLRB)InspectorGeneral’s(IG)office,whichoperatesahotlineonNMB’sbehalf.However,NMBhasnotyetfullyimplementedtheothertwo

recommendations.NMBhasnotupdateditscontinuityofoperationsplan,akeycomponentofaninformationsecurityprogram.Theagencyalsocontinuestousetwocloudservicesthatarenotfederallyapproved.Bynotfullyimplementing

theserecommendations,NMBisincreasinglyvulnerabletoinformationsecurityriskstoitsdataandsystems.

StatusofGAORecommendationstotheNationalMediationBoard

Inaddition,NMBfaceschallengesrelatedtoitsworkforceplanning,training,andpersonnelpolicies.

.NMBhasnoproceduresforregularlyreviewingandupdatingits

workforceandsuccessionplan.NMBhashaddifficultyfillingitsmany

vacantpositions,andmorethanhalfofNMB’scurrentstaffareeligibleforretirementwithinthenext5years.NMBhasinitiatedeffortstoupdatetheplan,butwithoutproceduresforkeepingituptodate,NMBwillnotbepositionedtoeffectivelymanageitsworkforceneeds.
